JPCACC , NILDS signs MoU to Strengthen Institutional Capacity,promote Accountability By Umar Akilu Majeri Dutse The Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC) and the National Institute for Legislative and Democratic Studies (NILDS) have formalised a strategic partnership through the signing of a Memorandum of Understanding (MoU) aimed at strengthening institutional capacity, promoting accountability, and enhancing democratic governance in Nigeria. Speaking during signing ceremony, at the institute permeant site, Abuja Executive Chairman of JPCACC, Barrister Salisu Abdu, described the event as the culmination of discussions that began during a courtesy visit to NILDS in April 2026, where both institutions identified the need for collaboration in capacity development, professional training, research, and institutional strengthening. He noted that technical teams from both organisations worked diligently to develop a structured framework for cooperation, which has now been successfully concluded and formalised through the MoU. Barrister Abdu expressed appreciation to the Director-General of NILDS and the management team for their openness, support, and commitment to the partnership, describing the collaboration as a strong demonstration of shared dedication to good governance and public accountability. He explained that JPCACC, established under the Jigawa State Public Complaints and Anti-Corruption Commission Law No. 1 of 2022, remains committed to building a professional, transparent, and citizen-focused institution capable of effectively addressing public complaints and combating corruption in the state. “Our mandate is to address public complaints, prevent corruption, strengthen integrity and deliver responsive public service through professionalism, transparency, accountability and continuous institutional improvement,” he said. According to him, the MoU represents more than a formal agreement, but a strategic framework for sustained institutional development. It will facilitate cooperation in areas such as capacity building, executive education, specialised training, research, policy development, technical assistance, and knowledge exchange. The Executive Chairman further expressed optimism that the partnership will expose officers of the Commission to global best practices in public administration, legislative governance, ethics and integrity management, investigative techniques, alternative dispute resolution, and anti-corruption strategies, thereby improving service delivery to the people of Jigawa State. The Executive Chairman said the agreement would facilitate specialised training, research, policy development, technical assistance and knowledge exchange to improve governance and anti-corruption efforts across Jigawa. “The partnership will produce practical programmes, measurable outcomes and stronger institutions through joint training, research, policy dialogues and knowledge exchange for improved public sector performance,” he said. He also commended the Executive Governor of Jigawa State, Malam Umar A. Namadi, FCA, for his unwavering support for institutional reforms, transparency, accountability, and human capital development, noting that the establishment and strengthening of JPCACC has been made possible through the Governor’s visionary leadership. Barrister Abdu equally praised the technical teams from both NILDS and JPCACC for their professionalism and dedication in ensuring the successful development of the agreement, describing their efforts as instrumental to the achievement of the milestone. He reaffirmed JPCACC’s commitment to fully implementing the provisions of the MoU and ensuring that it translates into practical programmes, measurable outcomes, and strengthened institutional performance. The Executive Chairman emphasised that the fight against corruption and the promotion of good governance require strong partnerships, collaboration, and continuous knowledge sharing among relevant institutions. He expressed confidence that the partnership with NILDS will significantly contribute to strengthening accountability systems, enhancing public service delivery, and promoting sustainable democratic governance in Nigeria. Barrister Abdu concluded by expressing appreciation to NILDS for its confidence in JPCACC and for its hospitality. In his remarks, the Director General of National Institute for Legislative and Democratic Studies (NILDS) Prof. Abubakar O.Sulaiman, commended Jigawa State government for establishing the commission to promote transparency, accountability and democratic governance. He described the establishment of the commission as a reflection of Gov. Umar Namadi’s commitment to transparent governance, institutional reforms and accountability, fostering public confidence through openness and democratic governance principles across the state. “Our challenge is not inadequate laws or resources, but implementing existing laws through competent, committed professionals dedicated to transparency, accountability and prudent public resource management,” he said. The director-general said the MoU would strengthen institutional capacity through specialised training, knowledge exchange and exposure to global best practices in governance, legislative studies and public administration “Education knows no boundaries or age limits. Professionals must embrace continuous learning and innovation to improve institutional effectiveness, service delivery and sustainable democratic governance,” he stated. “We walk the talk.
